Stark Enterprises is going into a new venture in a very big way. It’s also bigger than adding a new out-of-town shopping center. The Cleveland shopping center development and operating firm is moving into the residential market with West Shire Village, a 416-unit project on a 41 acre-site in Ocala, Florida.
